It appears that you're using some sort of composer packagist mirror. And it would appear that the mirror is currently offline.

The Flarum team does not maintain any mirrors of packagist or include any in our composer files. My recommendation would be to remove the mirror from your composer.json if possible, or if it's blocked in your country find another mirror that is currently online.
