fluxio there is no hard-coded limit.
In practice, performance will degrade with too many tags, but it also depends on which extensions you have installed.
I know some people had to deal with large number of tags before. We made some improvements in Flarum itself to reduce the number of tags loaded on the homepage. But I don't remember the exact findings. I think hundreds or even thousands of tags should be possible without too much trouble.
