Microsoft dropped support of IE10 from any system capable of upgrading to IE11/Edge. Which is basically any desktop after Vista. I don't know if Flarum needs to put effort into supporting a discontinued browser. I know there are still some companies and organizations stubbornly using outdated versions, and that's always going to be true. For those users, we may have to recommend they try accessing from mobile, another computer, or attempting to upgrade/replace IE with another browser with modern capabilities such as Google Chrome or Mozilla Firefox.
