As of yet, Flarum doesn't allow externally linked avatars, either. So both the upload and linkage function would have to be created, probably as an extension.
It sounds like a good idea, although be aware that some places do block imgur links. Uploading to the local server does mitigate that, even if it costs some local space. Depends on your userbase.
