If the email notifications are grayed out it means no extension provides an email template for that notification and therefore cannot be enabled.
Third-party extensions can add notification templates for other extensions that don't provide any if necessary.
If you are referring to the ability to enable everything by default for all users, there are a few discussions on the forum about this already but at the moment no extension allows enabling everything. But there are some extensions that enable specific notifications by default.
