AleM on the technical side, email confirmation, email change and password reset are not notifications, just manually triggered emails. So they are not impacted by extension that modify Flarum's notification API.
There's also this extension from me that does almost exactly the same as the Blomstra extension https://discuss.flarum.org/d/30634-no-email-notifications It also doesn't impact non-notification emails.
