Any idea on how to create a static index page?

Hello,
As the title of my post says, would I be able to create a index page, one that users will see as soon as they access the website?

If so, would someone be able to possibly give a tutorial? I would very much appreciate this as I am very limited with my knowledge of javascript and php. Or would I be able to use the Pages extension?

I'm tinkering with this myself. Currently I'm overriding the IndexPage, but Im thinking I should use a Page Component instead. I'll let you know when the extension is done and up on Github and Packagist.
