GreXXL Naclu88 you can restrict tag permissions with the default flarum installation. You just would need to restrict posting new discussions / replies for every tag to just moderator / administrator usergroup - expect for the one where everybody should be able to post.
masihdindar go to https://example.com/admin#/permissions, click on "Restrict by tag" and select your tag. Then you can change permission for selected tag.
