After set "Sign Up" to close, how can I add users when login as admin?

I am new to the flarum. Just finish the installation. I set "Sign Up" to close, but can not find a way to add new users when login as admin. Do I miss something, or this function does not supported yet?

kamanwu users need to register themselves. When Sign Up is closed, there's indeed no way to natively create users except the REST API.

This extension can be used to allow admins to keep using the Sign Up modal repurposed as a Create User modal https://discuss.flarum.org/d/22608-create-user-modal

Or if you still want select users to be able to create an account, take a look at the invitation extensions that are available.
