Question about Edit title of discussion by author

tried to search solutions online, but still got confusions about edit title by discussion author; Admin group can edit everyone's posts; but how to make other user groups to edit their post title?
I already set Allow renaming to Indefinitely, it doesn't work..
And I found Advanced Post Permissions https://discuss.flarum.org/d/26521-advanced-post-permissions; but im not sure if there is a bug when using "Restrict by Tag". It only works for those "public tags" that don't configure restriction by tag. But it doesn't work for a restrict tag, even though the restrict tag already give post and reply permission, but only without approval for special user groups.

In regular discussions, the condition is whatever time constraint is selected in the admin dropdown AND whether the author can still reply. So you can't rename a locked discussion for example. This is the logic at https://github.com/flarum/framework/blob/v1.7.1/framework/core/src/Discussion/Access/DiscussionPolicy.php#L46-L57

I'm not sure how it behaves in tags with custom permissions though. It's possible that the tag scoping feature interferes by returning DENY, and while the original code still returns ALLOW, DENY will take priority https://github.com/flarum/framework/blob/v1.7.1/extensions/tags/src/Access/DiscussionPolicy.php#L51
