How to set timer for posting for each user ?

Hey, i got many issues related to posting ... Some users just spam by posting posts.

Is there an extension that can put a timer after each post they post OR any extension that helps to approve the first post of each user OR any other extension that can help?

OR please tell me about it? - How to Delete All Pending Approval Discussions at Once.
