creating users manually via web / CLI / API

As neither google nor cloudflare are remotely acceptable to anyone who cares about user rights, or not supporting dystopia, we do not use these extensions. That was fine for a while.

Now our ultra-low activity forum suddenly got large numbers of fake registrations.

I closed sign-up. Manually creating users on request is fine! The internet needs to slow down anyway.

But I cannot find a way to manually create users, no CLI tool, no API.

Is there a standard way to achieve this? Ideally without 3rd party extensions that may break on update.
