Issues with Image Uploading - No Profile Pictures

So I'm currently setting up a Flarum forum for someone and I've run into an issue where no profile pictures will load upon uploading them. I've seen past posts about this and attempted the fixes suggested.

I've already enabled debug to see if I could catch any issues with uploading profile pictures and I've not had any debug pop ups with any errors. I did also switch between PHP versions to see if PHP was an issue, I do also have the FileInfo PHP extension enabled too as far as I can see.

I'm a bit stuck on this as I've not been able to find much that would potentially cause an issue.

If anyone can throw me any ideas it'll be greatly appreciated!

Edit:
I did also turn off all my plugins for Flarum but that didn't work either!

Are your permissions okay for public/assets? The folder needs to be owned by the web user.

They're set correctly and the web user does own them. After a reinstall and leaving it as is without moving the /public files about and what not it does work. So I'm just going to leave it at that.
