I'm sorry to see no replies has made to your post.
Currently, doing a quick search, I don't see any extension that are able to do that.
The fact I did not find it doesn't mean doesn't exist but seems I don't know and I don't find anything related to this.
What I find similar to what you request but not exactly what you seems are looking for is an extension that allow use gravatars as avatar.
This allow maybe to have an avatar not hosted in your hosting space.
Please not that currently this extension seems has not been updated recently.
The last update seems was may 2022, you may need test if works with the latest Flarum version.
I suggest to make a full backup of files and folders before install this.
