Specific secondary tags per primary tag?

I'm trying to figure out how this forum makes nested secondary tags depending on what primary tag you click on when making a discussion. Is it a specific built-in feature, an extension, or custom coding by Flarum that, for some reason, left it out of the main project?

Kemowolf you can drag and drop main tags into a hierarchy (which is what you want) - this is separate from the feature of secondary tags.
