Issue when installing Flarum, cPanel

The issue

An user on the Italian Flarum forum is reporting that after installing Flarum from SSH, PHP 8.2, MySQL "mysql (8.0.36-cll-lve)" receive no error during the installation process but, when he visit the forum they sees the Flarum database update that ask for the database password and then gives the error:

Base table or view already exists: 1050 Table 'settings' already exists (SQL: rename table config to settings)"

According to their post they are running a manual SQL query before doing migrations. They are creating the settings table manually for some reason?

Anyway, from what I can see the issue is that the settings table already exists and that's why they cannot install. Using a clean database with your installation would help.

drop database nomedeldatabase; create database nomedeldatabase;

But creating the settings table ahead of installation is guaranteed to block the installation.

thank you for your help and for your reply!

I reported to the user what you are saying.

According to their post they are running a manual SQL query before doing migrations.

What is strange is that the user talk about new installation not about a migration and sound strange to me they see a request on the UI to update the database.

I tried to suggest to this user to try a new installation and to be sure that the database is empty.
I also included all your suggestions with also the command line.

Seems the user has resolved by reinstall from zero.
I suggested this but the user taken maybe some time before follow the suggestion.
