I need to make a custom plugin that refreshes posts.

This plugin adds a refresh button (similar to a check-in) on the page. Users can click the refresh button once a day, and a pop-up window displays a list of posts that the user has published, and the user selects the posts that need to be refreshed, and refreshes them after confirmation.

Topic refresh means that the post time is updated to the refresh time, and the post sorting is changed to the refresh time order. In layman's terms, a refreshed post becomes a new topic that the user posts at the refresh time.

So you want users to be able to bump a topic they previously opened, so that they are pushed back on top of the results. One could make this happen by having that button generate a so-called Event Post, for this we'd probably implement a custom Event Post of type "Bumped". I'm assuming these people won't be able to reply to their topics to bump them manually that way?
