Right now, if I have a Tags hierarchy in the Primary tags group, then the top tags will be counted to the "Primary tags" limit, but the nested Sub-tags will be counted towards the "Secondary tags" limit instead.
I've just tested this with 1-2 Primary and 1-1 Secondary tags allowance. When I select 2 Primary tags, I can only choose their Sub-tags, OR my defined Secondary tags:

If I choose a Sub-tag, I cannot select any Secondary tags, as they are counted to the same pool:

This seems like a bug. If it's not, please add a toggle to change this behavior, so that the Sub-tags are either:
- Counted to the Primary tags limit instead of the Secondary tags limit, or
- Ignored for limiting purposes.
