Users minor functionality issue

I've noticed that the height of the paginated list of all users on the forum appears to be a fixed size. The minor issue I am encountering is from trying to edit a user that rests against the 'bottom' of the fixed area. A scroll bar appears as the Edit pop up appears below as its normal behavior.

Before clicking on the ... in the Actions column no scroll bar is present so you're unable to scroll further down to anticipate the need to do so. But once the scrollbar appears you can scroll down to see the Edit button - so this is still technically functional and therefore a minor issue.

I would expect either:
A) The fixed size to pad the last user against the bottom of the cell to account for the edit action to open
B) The last in the list opens the edit pop up above the ...

Hopefully this was straightforward enough that no additional information was needed 🤞
