If you're wanting a support chat for your users to message admins on the other hand, I use a selfhosted instance of Chatwoot on my webiste and all of my Flarum Clients have a direct communication with me from their Admin Dashboards this way.
For user to user. I think what @GreXXL mentioned may be the only one we have for Flarum right now.

GreXXL the only downside to that is that there is no chat history.

There is also a more complex chat extension (actually an revival of an extension that was created very long ago) that features a more complex chat-system rather then a shout box (which is a more accurate description of what I previously shared): https://discuss.flarum.org/d/35388-private-messages

With Flarum 2 on the horizon, I could see a benefit of an extension that can extend the built in PM system into a floating widget as suggested. Could be a possible proposal for someone that would be interested.
