February patch release - 1.8.13

Today we released the February minor update for Flarum 1.x, bumping the core version to 1.8.13.

This is a very minor release with only two changes:

Add PHP 8.5 to reusable workflows, build JS on PHP 8.3 (flarum/framework4339)

Added

Fire ApplicationBooted event after all callbacks have completed (flarum/framework4358)

This is a simple quality of life update to allow developers to better hook into the Flarum booting lifecycle at a point where it is guaranteed that all extenders have run, but before any requests are processed.

We fully expect this release to be completely backwards compatible with the previous version!
