Over the past years, starting in the early beta's before 1.x landed, we've had iterations where capable people would assist the core team in this area. One of the people that would drive a11n passionately was @davwheat as you can see from his efforts in 2021 and 2022.
Recently others have tapped into it. But serious effort for 2.x has not been visible yet. Another leap of effort would be possible given the right reports and/or expertise to point, direct and educate.
Thanks for raising this though, a11n certainly must remain a topic to stay vigilant about.
