I want a global guests group for permissions without having to download extensions, it would make our lives so much easier.

What I want to achieve is post a sticky announcement in a tag that would be visible to guests only. I don't want members to see it and it's hard to accomplish, given the usage of third-party exntensions and whatnot. Also another thing i'd need is guest comments. I want guests to be able to reply in certain threads, but not create conversations. Sometimes I just need feedback on the stuff we write about and you know how frickin lazy people are with sign-ups.

I don't know about the guests group permission - Let's wait for the others to comment on this.
The rest can be done via extension.

I think having things visible only to guests is bad practice as users would be forced to sign out to read a topic. I also don't think this is a feature that should be in core because of that.
