Yes. In your admin panel, click on Permission on the left. You can then set global permissions, or if you're using the Tags extension, set permissions per tag.
Clicking on the discussions permission has the ability to set Start Discussions to either members, or specific groups. If you choose specific groups, anyone not in those groups will not be able to start discussions.
