Is there any way to add forum Tagline. For example my Forum name along with tagline is

Forum Name - My Tagline

and whenever there is a new post, page title looks like Post Name - Forum Name - My Tagline

So if there is any way to allow tagline only in Home, Please let me know.

Would this be any different from changing the Forum Name to Forum Name - My Tagline in your Admin > Basics settings? It sounds like you want to appear in the page title and along with the forum title.
