Add Flarum tag on Stackoverflow and SO Documentation

Hi there,

I was thinking it would be nice to introduce Flarum on Stackoverflow Documentation. After each update, workflows change, and SO Documentation is perfect for that, because anybody can update a tutorial.

And by the way, to create a documentation tag, the tag needs to exist on Stackoverflow, and that's not the case for Flarum at the moment.

Anybody knows the procedure to get this tag added? What do you think?
