After some user register at flarum it will be great to redirect that user to Welcome kind of topic where he can get basic info about forum rules or he can write one Hi and introduce himself.
Maybe not a topic. But a static page, so it would be hidden from main page.
It is good idea but i think it from social side of things. If that static page have place where people can write a comment or reply to introduce themselves i will be hands down for static page ?

This i think will be great for a major news kind of topics that users can be warned or be informed for changes, updates, warnings or greetings.
A page would not be needed for this. It should have a small banner directly under the hero-banner. The administrator of that flarum can then set the message in that banner using the admin panel. But if more info is needed the admin can add more info. To view "more info" on the banner, you click on the "View more" button, a text which is aligned to the extreme right of the banner. A pop up will appear telling the user what has happened
Banners, buttons, popups and etc. will not be effective. In my experience people trying to avoid all of those " features ". Me included. I do not click on banners, buttons and stuff. Other thing is that if you want to be sure that people in selected group or selected users will see that page at least for a second and catch their attention will be better that annoying banner, button popup that will be disregarded immediately.
Also again social side of things is that people to have ability to post comments or reply's to give their opinion of things ( news, forum changes, warnings ) that are written on that post/page .

It will be great if its page to have option for removing comments tho ?
But this need to be optional ?
