He probably means something like Stack Overflow, where you can ask questions to open a thread and get answers on which users can vote.
I am looking for the same thing, but unfortunately I only came across the Gamification and Best Answer extensions which basically do the exact thing, but are not integrated within each other. A best answer based on votes would be fantastic.
