The secondary tags can be moved around in the admin panel, but they don't stick at their new place, so there is no way to rearrange them. Being able do drag them suggests though, that they should be able to be rearranged. I agree, that this looks like a bug.
I wonder whether sorting could be achieved on the database level. One might experiment with tags.position.
