rawtech maybe share a bit more details about your setup as it looks like an install Flarum doesn't officially support ?
Most likely the url rewriting is not correctly setup. You can get inspiration from the apache/nginx examples to configure Windows Server. I have no idea how it works.
Maybe this was already discussed somewhere on this forum.
