You could turn Concrete into an oauth login provider and use that to connect your users on Flarum with their Concrete5 account.
Are you thinking about merging pages as well ? You could use the Flarum iframe embed extension to display a discussion as the comment of a page in Concrete. Embedding the full Flarum inside Concrete (without iframes) probably won't be easy because of the many conflicting javascript libraries used.
