How to create mutiple Primary tag

everytime I try to make a primary tag as my category, it only allows me to have 1 primary tag. I also tried to install the tag related extension and it still dont let me create 1 or more primary tag.

There should be a Tags section in your admin panel. Here you find a button Settings, where you can apply lower and upper limits for the number of tags allowed in your forum.

Are you attempting to make more Primary tags, or add more to a discussion?

When I toggle the navigation to "TAGS" it should show me this,

Yes, you need to click and drag the tags to the Primary section. You'll likely need a desktop computer, it doesn't work well on mobile.
