Is there a way to allow people to create discussions in a certain tag, but only them and certain groups can see the thread? For example: I make a thread in the 'Example' tag. I can see that thread, but only members of the Admin or Mod group can see it as well.

Yes, just go to permissions in your ACP, click on restrict by tag, select the tag you want then you can add the user group that can see it.

Untuned that's not a current feature. It's been requested before, however, so eventually I expect someone will develop an extension for it.

You can try BYOBU as @luceos pointed out (perfect for private discussions) or just wait until someone extends the current tag extension or eventually caves in and make an improvement to where tags can also be user group based.

To achieve the desired effect, an extension programmer would just have to create a pseudo user group "original poster", the person that started a given discussion. Then the admin could limit the right to read and write posts in a specific tag to the OP pseudo group and the moderator group. As everyone is potentially an OP, everyone is allowed to enter that tag and start discussions, but they will only see the discussions they started themselves unless they are a moderator, who can see all discussions.

It's not so up in your face so if you're looking for it, your eyes will play tricks on you until you see it's been right in front of you this whole time.

Byobu overrides the permissions given by a tag to allow any recipient or recipient group access to the specific discussion.
