ccc where is your forum hosted? Did you successfully use a different SMTP provider on the same server previously?
Some web hosting companies require contacting their support to open the correct ports in the firewall for outbound email.
While not related to the network error, consider creating and using an app password instead of the account password, this is more likely to work in the long term.
