Primary tags are like forum categories with the only difference that a thread can be assigned to more than one category is the admin allows. It makes then sense to define these primary tags centrally. But secondary tags should have an open concept, meaning that a user can not only choose secondary tags but also create new ones. Only such an open concept allows a forum to dynamically growth also on a topic level.
