Oh. What you're asking is if you have a different group besides Admin, can that new group be given permissions to close a thread?
I attempted to do this on the demo install.. and couldn't. Might be a bug.
There should be (I don't see one atm) a addon in the permissions to permit closing threads when locking is enabled.
