RelatedTitle as long as the data from the first installation is okay (not corrupt or containing errors) then yes, you can restore a Flarum database backup and it should be able to work with a fresh install. Make sure it's the same version, and if you made any custom changes you should revert those before backing up the database. You might need to install the same extensions to get back old behaviors and features you had before.
