Yes they should be visible at all time(easily accessible). on google it is at the bottom right of the page(scroll down fully)

On Facebook, look again at the bottom of the page in the footer below the language box:

If you cannot find them from the above sites I will take screen pictures but they are on all the pages as they are statics in their footers, many put them next to their site copyright too. I believe in Flarum(if the admins do not want sticky footers, the links should be below the categories(with perhaps an ad, image or block in between so we do not confuse them with the categories.
These should be easily accessible by all users at all time. If we have to navigate to multiple pages to find them, someone could turn around and say "I could not find the links to your terms and privacy policy".
