My issue is that we've forked/re-named flarum

Are you talking about flarum/flarum or flarum/core ? Composer will use the latest tag that corresponds to a commit in your checked-out branch, I think. flarum/approval looks to be requiring beta 14, so it should be working?

Would the version requirement be removed when it is, or would it just change the requirement to include beta 14?

The version requirements for flarum/core will probably never be removed in extensions as they signify the versions it has been tested with & should support. Else you could install them in e.g. beta 6 or something 🤷

Once the extension is updated for beta 14 its version requirement will change to support just v0.1.0-beta.14, and maybe other later releases.

diegoc there's been a handful of minor updates to other extensions that have been causing similar issues to this. I'd suggest checking all of your other extensions to see if there are any updates available, then trying again
