The team doesn't have any plans to offer international support via flarum.org at this time. Of course you're welcome to start your own support site for Flarum if you wish, but please be sure you know what you're getting yourself into before you go to the trouble and expense of obtaining a .jp domain.
At the very least, you should get some experience installing and maintaining a Flarum site, if you haven't done so yet. You'll also need to localize Flarum for Japanese. I've been planning to create a Japanese language pack eventually, but I've been waiting for a few things to make their way into the code. If you want to go ahead and make your own language pack before I can get around to it, we'll be glad to help you get going with that.
