What is the difference with Pusher?

Gatsu pusher makes the web page real time. Notifications aren't send to a device or browser, only to the html page. Please note that pusher (or websockets in general) in fact are able to send browser (not device) notifications through the html page though - this isn't implemented for Flarum (yet) though.
