How customize?!

Hi guys,
I have a quite simple question:
Am I able to do a customization on Flarum?!
Means, is its source code free (to use)?

Because I have some requests, that hardly will be found in already existing extensions...
Therefore I would have to hire a developer, who can hard-code that for me.

So, is flarum based on php, or something else?!

The requests I have are the following:
1) I want to have custom input fields when a users starts a discussion.
Means, not just textfield, but input field for links, answering of Yes/No questions, etc, before posting his first post.

Is that possible?!

2) Also, some other stuff, like members like each others posts. members like topics. etc.

Andreas_B Flarum's frontend is a javascript Single Page Application built with the Mithril framework. It's highly extensible, but must be done via the javascript extension API. https://flarum.org/docs/extend/frontend.html

To implement new features, you usually need to extend both the front-end and the backend, the latest is made with PHP https://flarum.org/docs/extend/

For very simple graphical changes, the custom CSS field of the admin panel can be used.

Mason is an existing extension that allows to add new fields to discussions.

The Likes extension that is included with Flarum covers post likes.
