I would follow the docs on customizing your paths. Strip your nginx config back so that the root of your domain still works. If I'm right, nothing else needs changing then because index.php lives in the subfolder (forum).

The current path is, example.com/forum/public
All files are in the public folder.
The command php flarum info works in the public folder.

I am still getting a File not found.

[deleted] you have two different location blocks handling PHP files. That doesn't seem correct (location ~* ^/forum/(.*)\.php$ and location ~ \.php$)

Is the error message still the same after your various changes ?

EDIT: for reference below is a working configuration I'm using. It doesn't use a public folder (so no alias, but need to follow the "customizing paths" instructions of Flarum

[deleted] you should stop moving everything and start with fixing the vhost file first. Having moved it back to public did not solve anything, it only makes the solution harder. Never bring antyhing further out of balance if you haven't restored balance.
