For the better check go debug console in pusher while you signed in first admin account on flarum..
click event creator.
fill like this
channel: private-user1
event: notification
then click the send event button.

if pusher works you will see, 1 new notification, but when the click the notification button you will see nothing.

i check like this.

        Maybe the problem is that the forum is closed and some tags are not available to everyone?

          luceos Do you have a suspicion why only the bell works in my installation? I'm running Beta14.1. When I'm activating pusher, I instantly get the bell updated when someone posts, but the post itself is only displayed after I use any button (I don't have to reload the page, I can also use the bell or open the follow menu while I am in the thread and the post instantly appears. However, I do not see that behavior with the yellow bar, that just doesn't pop up at all.
