For the huge interest in PayPal around here, I'd like to update you that Stripe seems to be quietly integrating PayPal as a global provider (I haven't heard any announcement about it and I didn't see the option in my account last week...) under the wallets options. I personally added it today without any problems.
I will take this opportunity to ping @luceos in case he wants to add it here in discuss, I remember some users suggesting it, recurring payments require additional approval, but for one-off payments (bounties I think it would fit) simply enabling PayPal should be enough.
