That is absolutely absurd. The bare minimum is a shared host with ssh access. A VPS is better, but requires more maintenance (and you need to know how to operate it, although that's a useful skill I'd recommend learning anyway). DigitalOcean has VPSs for 5 dollars a month, and I believe there are cheaper ones too. There's a lot of discussions here on Discuss about this.
