Stuck on installation step

Hello folks,

Wanted to run a forum, I've been checking flarum for quite long time now but never had the chance to install it until now. Bough a VPS and I am installing every requirement from scratch. Stucked on a step where we have to cd the /www/html folder and run a composer to install the forum system, the issue is the following:

I have tried to install that using the following:
composer require s9e/text-formatter

Reproduced the step, still the same, what am I missing?

Fixed the issue by doing the following prior:

install php-xml

Apparently I have been missing that, now the problem is that I have issues with Apache Rewrite module. I cannot seem to locate a2enmod command as it shows command not found
