Yes, you can soft Delete and Delete Forever. The first will result in what you see, a hidden discussion inaccessible to anyone without the Delete permission. The second will totally remove the discussion and all its associated posts.
The idea behind the soft delete is so that you can restore it at a later date if you've made an error. Or if you need to reference something as a user with higher permissions.
