meetdilip Weeboo Try Inkscape. It is a free Vector Graphics editing program. Will help you make/modify SVG files.

meetdilip Inkscape is a complete vector graphics solution. I hope it will retain whatever is already there. I have not tried animated SVG on Inkscape though.
