Coming to question, let's say I have primary category of meta and secondary categories cat1 and cat2 how can we get discussions belonging to meta filtered by a specific secondary category like belonging to meta and having secondary category of cat1

currently I only see ways to see posts in either /t/meta or or /t/cat1, is there a way to achieve this without using search

Currently, search is the only way to achieve what you're describing. However, an extension could relatively easily implement a "filter by tags" feature, where a dropdown could be used to select one or multiple tags.
